To fill either an existing or a newly created Merit Staff Position, the DEO electronically submits to the Office of the Dean the following:

Affirmative Action Requirements for Merit Staff Positions

For Merit System positions, the Office of Employment Services completes the necessary affirmative action documents. The department is responsible for taking the University’s affirmative action goals into account in reviewing the candidate list prepared by the Office of Employment Services.

Recruitment

All job openings must be registered with the Office of Employment Services (www.uiowa.edu/~hrpersvc/employment/) before recruitment can begin. When Employment Services receives the “Employment Requisition” via work flow, it registers (“posts”) the position and advertises the position on the appropriate University Job Line. A Merit Staff position is posted and advertised for five working days. Candidates may be interviewed for the position at the end of the required posting/advertising period.

For Merit System positions, the Office of Employment Services recruits the applicants and notifies the departmental contact person when eligible applications are available on-line. The Regents Merit System rules provide for some applicants to be given priority over others. The contact person listed on the requisiton form will be notified by the Office of Employment Services if priority applicants are interested in the position.

Appointment Forms

The department should enter the appointment information into work flow by the fifteenth day of the month in which the appointment is made in order to ensure that the appointee will receive salary payment on the first day of the following month. The appropriate rate of pay  for Merit System staff is determined by the Merit System Classification Pay Plans.
